Toronto Port Authority expands its climate action with Bullfrog Power

Between moving goods through the Port of Toronto, connecting travellers through Billy Bishop Toronto City Airport, and welcoming visitors at the Outer Harbour Marina, Toronto Port Authority (TPA) plays an important role in keeping Toronto’s waterfront connected. 

Sustainability, a core business value, is increasingly shaping the port authority’s operations. That commitment has also helped deepen TPA’s long-standing partnership with Bullfrog Power. What began in 2010 with renewable electricity has since expanded to include green natural gas, helping Toronto Port Authority reduce both Scope 1 and 2 emissions across its operations while advancing its broader decarbonization strategy. 

We spoke with Juhi Matta, Senior Manager, Environment, Social and Governance at Toronto Port Authority, about how the partnership has evolved, why renewable energy continues to play an important role in TPA’s climate action efforts, and how sustainability is being embedded across the organization. 

Growing a long-standing partnership

Toronto Port Authority’s partnership with Bullfrog Power began in 2010 with green electricity. As of 2026, the collaboration has grown to include green natural gas, helping TPA take action on a very significant portion of its Scope 1 emissions. “We’re grateful to have expanded the scope of our collaboration to include tackling Scope 1 emissions with green natural gas from Bullfrog Power, as we have ramped up our decarbonization planning and efforts, said Juhi Matta, Senior Manager, Environment, Social and Governance. 

For many organizations, Scope 1 emissions can be particularly difficult to reduce, especially when they are tied to existing infrastructure and specialized operational requirements. Toronto Port Authority’s direct greenhouse gas (GHG) emissions come from a range of sources, including fuel used by its fleet and backup ferry, natural gas used at facilities, refrigerant leaks and releases, and fuels used for firefighter training, welding, and other maintenance activities. 

By purchasing green natural gas from Bullfrog Power, TPA is reducing a portion of those emissions today while maximizing the useful life of its existing infrastructure and allowing time for larger projects. It’s a practical step that supports immediate action while fitting into the organization’s broader decarbonization roadmap.  

Understanding TPA’s green electricity commitment 

For the past 15 years, Toronto Port Authority has matched a significant portion of its electricity use with renewable electricity from Bullfrog Power across key parts of its operations, including Billy Bishop Toronto City Airport (Billy Bishop Airport), the Port of Toronto, and the Outer Harbour Marina. 

Through the partnership, Bullfrog Power puts renewable electricity onto the grid on TPA’s behalf from EcoLogo-certified wind and low-impact hydro facilities, helping reduce the emissions impact associated with purchased electricity use. Toronto Port Authority also procures Renewable Energy Certificates (RECs) on behalf of some of its tenants, extending the impact of its renewable electricity commitment beyond its own operations.

To date, the Toronto Port Authority has avoided 36,096 tCO₂e. That's equivalent to the emissions avoided by taking 8,049 cars off the road for one year or growing 17,529 hectares of forest for one year. 

For an organization with multiple business units and a broad operational footprint, it was important that sustainability efforts reflect the entire range of the business. “Electricity is a common source of emissions across the organization, and renewable electricity offered a practical, accessible way to begin making progress while larger infrastructure and operational changes are being planned and budgeted for,” said Juhi. 

Sustainability as part of TPA’s broader mission

For Toronto Port Authority, sustainability is closely connected to its role on Toronto’s waterfront. Through the Port of Toronto and Billy Bishop Airport, TPA helps connect people to goods, services, places, and opportunities. “We are fortunate to be located on the city’s bustling waterfront; Billy Bishop Airport is one of the most walkable/bikeable airports in north America – 55% of our passengers walk, bike, take the shuttle or use public transit from the airport. Sustainability is a key priority owing to our downtown location and proximity to communities”. 

The partnership has also gone beyond energy procurement. Collaborative initiatives such as employee lunch-and-learns hosted by Bullfrog Power and community-facing events like Doors Open Toronto, where Bullfrog engages with the community and inspires younger generations to learn about renewable energy, have helped build awareness and engagement. These initiatives showcase TPA's efforts to reduce emissions while also helping employees discover practical ways to live more sustainably in their daily lives. 

That connection to the community is a big reason sustainability is an essential part of how they operate. Toronto Port Authority sees sustainability not as a standalone initiative, but as part of how it supports long-term resilience, operational responsibility, and community connection. 

Practical climate action for a lower-carbon future 

Toronto Port Authority’s partnership with Bullfrog Power reflects a pragmatic approach to decarbonization: taking meaningful action today while planning for the larger changes needed over time. By matching a significant portion of its electricity and fuel use with renewable electricity and green natural gas, TPA is making progress on reducing their greenhouse gas emissions. 

As more organizations look for practical ways to move their climate goals forward, Toronto Port Authority’s approach offers a strong example of how renewable energy can support progress today while helping build toward a lower-carbon energy future.
